No pool-specific norm: SP 53.13330.2019 cl. 6.7 treats a pool as an "other structure" — at least 1 m from the boundary (≥3 m recommended). The pool’s clean water is not a regulated pollution source, so there is no pool-to-well distance.
Permit and notice
A permanent (capital) building needs a construction notice; a lightweight one does not.
Placement rules
A private in-ground swimming pool. The main planning points are the setback from the boundary, the distance from the house foundation, and a child-safe enclosure.
